A market beside a headland shaped by the Creation Spirit

According to Kombumerri Dreaming, Jellurgal was formed by Jabreen, the Creation Spirit, who created the headland by stretching out after waking, with his finger said to still be visible today in the rocky basalt outcrops at its base. European surveyor Robert Dixon later charted the same headland and named it Burley Head, a name that gradually shifted in spelling to the Burleigh used today, a European layer added on top of tens of thousands of years of Kombumerri connection to the land.
